Don Spangenberg has over 35
years of management and consulting experience in the energy industry.
He has been a senior Liberty consultant since the firm’s inception
and has managed many projects for Liberty. Don brings to Liberty’s
clients a strong background in:

Don holds an M.B.A.
from Stanford University and a B.S., cum laude, in Chemical
Engineering from Princeton University. Don was an officer in the
Naval Nuclear Power Program.
Project Highlights
Don has managed and
served as lead consultant on many management and performance audits
of both electric and gas utilities for state regulatory
commissions. Many of them have focused on fuels management for
electric generation, or gas supply and management for distribution
utilities.
Don has for a
number of utilities managed and served as lead consultant in the
preparation of comprehensive fuel management policies and procedures
for power generation fuels of coal, oil and natural gas, including
procurement, transportation, use, contract administration, inventory
management, and waste management.
Don has managed and
served as lead consultant on process-improvement projects for
electric utilities, analyzing operations and developing
recommendations for improvements in policies, processes, and
procedures. Don has provided a wide range of other types of services
to firms in the energy industry, for example, helping public power
entities conduct strategic planning in order to improve efficiency
and effectiveness in a more competitive environment. He has
developed and led training programs addressing many aspects of
utility operations.
Don has evaluated
affiliate relations at a number of utilities, examining cost
allocation systems, procedures, and activities in order to ensure
compliance with provisions requiring arms’-length dealing among
affiliates.
Don has worked with
legal departments to develop strategies and procedures for selection
and management of outside legal counsel, and for improving the
overall business management of law department or firm operations.
