Charles King
is an executive consultant with 25 years of experience working in
the telecommunications industry. He has held management positions in
product management, strategic planning, pricing, regulatory affairs,
industry affairs, and research and development. He has directed or
managed numerous consulting engagements. Chuck brings to Liberty’s
clients a strong background in:

Chuck holds a Ph.D. and M.Phil. in physics from
Yale University and a B.A., summa cum laude, from Northwestern
University. He is also a graduate of the Wharton Business School’s
Advanced Management Program and a member of Phi Beta Kappa.
Project Highlights
Chuck has served as director, project manager, and lead consultant
in telecommunications technical, operations, policy, and regulatory
projects ranging from small, short-term, targeted engagements to
multi-month engagements involving large (100+) teams.
Chuck has had a managing role on four Liberty
reviews of Verizon wholesale performance measures for state public
service commissions. He has also served Liberty as a subject matter
expert advising commissions on issues related to the FCC Triennial
Review Order and resulting arbitrations.
Chuck directed or managed teams performing
third-party evaluations for 10 different public utility commissions
of RBOC wholesale operations support systems prior to joining
Liberty. These evaluations included pre-ordering, ordering,
provisioning, maintenance, repair, billing, collocation, change
control, CLEC training, documentation, account management, setting
up electronic OSS interfaces, transmitting electronic and manual
transactions, measuring performance in processing these
transactions, observing wholesale operations, and evaluating systems
for reporting wholesale metrics, analyzing the integrity of
performance metrics data, recalculating metrics results, and
evaluating metrics change control. Chuck provided testimony on these
third-party evaluations in formal and informal hearings of several
commissions. Furthermore, Chuck supported similar third-party
evaluations for 20 other public utility commissions.
Chuck directed analysis and model development
to support a leading interexchange carrier’s local
telecommunications service entry strategy. He directed the design
and development of a computerized strategic planning model to
develop optimum local service investment strategies for each of the
over 20,000 local serving areas in the U.S.
Chuck orchestrated a team of subject matter
experts who worked for a leading telecommunications interexchange
carrier to develop detailed national standards to support
operational interfaces between local telecommunications carriers for
ordering, provisioning, maintenance, and billing.
Chuck directed an analytical team to support
negotiations for the purchase of a $300 million interexchange
telecommunications provider. He developed the business case for the
purchase, and was principal analyst on the negotiating team. He
formed and directed a multi-disciplinary transition team to manage
all aspects of the change of ownership, including finance,
marketing, sales, legal, network, human resources, billing, access,
government affairs, and public relations.
Chuck managed the strategic pricing and
forecasting of all regulated domestic consumer services for a major
interexchange carrier. He developed and managed teams developing
market research methods and market demand models for a major
interexchange carrier.
