
Alan J. Salzberg, Ph.D., the president of
Quantitative Analysis, Inc., works regularly with Liberty in
performing engagements requiring substantial statistical or other
quantitative analysis. Alan’s extensive experience in statistical
analysis and modeling comes from a wealth of work for many
government entities and as a consultant with Quantitative Analysis
and Liberty. Dr. Salzberg brings to Liberty particularly strong
capabilities in:

Utility service quality metrics and testing.
Dr. Salzberg holds a Ph.D. in
Statistics from the Wharton School of the University of
Pennsylvania. He also holds a Bachelor's of Science in Economics,
cum laude, from the Wharton School of the University of
Pennsylvania.
Project Highlights
Alan has worked on several
wholesale telecommunications performance measures audits for
Liberty, taking a lead role in the evaluation of the Performance
Assurance Plan.
Alan has worked for public
service commissions in numerous states as part of operations support
system testing to evaluate systems and performance measurement to
validate market openness prior to RBOC entry into intra-LATA
long-distance markets.
Alan has performed numerous
projects for government agencies; for example, he served as the lead
statistician in a sample of all information technology property and
equipment at the IRS offices nationwide, and he designed and
analyzed a sample for the U.S. Department of Justice to determine
the number of convicted criminals mistakenly naturalized as U.S.
Citizens.
Dr. Salzberg has also
performed consulting services for the City of New York (Corporation
Counsel), the U.S. Customs Service, and the U.S. Treasury's Office
of Inspector General.
Alan has performed
substantial research on techniques for accurate statistical
estimation with limited or biased data; his work includes papers
published in The American Statistician and Gene.
